The Uganda Wildlife Authority (UWA) is in the early stages of developing a biodiversity offset policy, although the Department of Energy has reservations regarding the financing of the scheme in as far as it involves oil copmanies. The UWA is also investigating voluntary offsets with oil companies with an aim to catalyze national law for compliance-based offsets in the future.
